Position Description
Manages a unit within a department. Plans, organizes and develops goals and procedures for the unit. Represents the unit to administrators, outside agencies and others on relevant matters. Supervises subordinate staff.

Major/Essential Functions
  • Install, configure, maintain and test video conferencing hardware / software, and all required peripheral devices.
  • Work with vendor technical support and corresponding departments to resolve outstanding issues.
  • Plan, coordinate, implement and document user-validation, performance and acceptance of installed applications at remote and local sites.
  • Provide testing and troubleshooting of VTC equipment; identify, implement and document corrective modifications to ineffective or malfunctioning systems as appropriate.
  • Provide equipment and system training for physicians, staff and communities.
  • Adheres to patient confidentiality protocols for equipment, and system operations.
  • Assists in development and maintaining written and/or electronic equipment inventory. Assist in the documentation, management, and inventory of technical equipment, shipping and receiving, coordination of equipment moves, etc.
  • Coordinates ongoing evaluation and performance improvement activities for the Telemedicine program equipment usage.
  • Assist in research, planning, documentation, and implementation of repairs, feature enhancements and future growth.
  • Oversees Telemedicine IP network.
  • Represents TTUHSC at various national, state, and local venues.
  • Beta testing of Telemedicine equipment for clinical trials from various vendors.
  • Provide Audio/ Video support for conferences and functions associated with Rural and Community Health/Telemedicine Office.
  • Other Duties as assigned by the Director or the EVP for Rural and Community Health.

Preferred Qualifications
  • One to three years of Telemedicine experience, preferably with specific experience in operating Telemedicine equipment, training and understanding of current aspects of Telemedicine.
  • Miscellaneous computer certifications.
  • Experience with IP packet switched and circuit switched networks.
  • Experience with video conferencing equipment protocols for H.320 & H.323.
  • Strong understanding of technology for audio/video applications, repair and implementation, IP video conferencing experience.
  • Understanding of network infrastructure, understanding of building infrastructure for running cabling and wiring of Telemedicine equipment.
  • Must be able to communicate and work effectively with all levels of management and with the public.
  • Ability to demonstrate excellent customer service even under adverse conditions.
  • Ability to work independently and make sound decisions.
  • Ability to manage multiple priorities and prioritize.
  • Ability to maintain confidentiality.
  • Maintain close communications with administration.
  • Lead instructor for equipment Hands-On Course in Frontiers in Telemedicine (FiT) training lab, equipment and software support for FiT Lab on day-day operations.
  • Telemedicine experience.
  • Knowledge of Polycom Codecs, VBP's, MSWindows OS, MS Office (Word, Excel, PowerPoint, Outlook, Access, Skype for Business).
  • Familiar with Zoom Video Conference cloud services, GlobalMed eNcounter or similar Telemedicine software.
  • Extensive computer hardware knowledge.
