Position Description
Employees in this position are responsible for providing comprehensive project coordination, management and oversight for institutional construction, renovation, and upgrade projects. Duties include budget development and adherence; scope development, planning and programming; design reviews and application of customer input; contractor supervision; construction administration; commissioning, and close-out to include warranties and regulatory submission.

Major/Essential Functions
  • Provides in-house project management and oversight services for facilities projects.
  • Develops and adheres to project budgets.
  • Analyzes and prioritize project work assignments.
  • Consults with clients to determine project requests and prepare information regarding specifications, design, scheduling and estimated cost.
  • Coordinates with architects, engineers and consultants to provide appropriate preliminary and final detailed drawings and specifications.
  • Prepares specifications for bid and proposal packages and construction documents.
  • Evaluates bids and proposals and provides recommendations.
  • Administers construction contracts and agreements.
  • Provides liaison and support services on TTUS capital projects and Plant Operations/Building Maintenance work for all TTUHSC campus locations.
  • Assists and participates in development activities, departmental initiatives and continual process improvement standardization.
  • Maintains comprehensive project files and records to include schedules, record files, accounting budgets and other project information.
  • Conducts periodic on-site inspections in observations of work during construction to assure compliance with plans and specifications and adherence to, regulatory and safety rules, guidelines and work scheduling.
  • Maintains certifications. Actively continues personal education and development.

Schedule Details
Normal schedule is Monday thru Friday 8 to 5, depending on construction project after-hours work. On call for facilities emergencies if needed.

Preferred Qualifications
Prefer licensed as a professional engineer or registered architect in the State of Texas, or able to obtain through reciprocity process within six (6) months.

Pay Statement
Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as, the institutional pay plan. For additional information, please reference the institutional pay plan on the Human Resources webpage.

Occasional Duties
  • Performs other related job duties as deemed necessary and assigned by supervisors.
  • Must have and maintain valid State of Texas Drivers License and be listed as an approved driver as determined by TTUS Office of Risk Management and insurance carrier.  Must be able to pass the employee Criminal Background Check.  Must be able to travel to regional campuses to perform assigned job duties at remote locations.
  • May be designated to respond to weather situations and other emergencies as essential personnel.

Required Qualifications
Education:
  • Bachelor’s degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field from an EAC/ABET or NAAB accredited institution.
Experience:
  • Three (3) years of extensive experience in managing large multiple design and construction projects.
  • An advanced degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field may substitute for one year of experience.
  • Prior experience in design, construction and facilities support.
  • Extensive knowledge of contract procurement, contract administration, budget oversight and meeting/managing deadlines.
License:
  • Valid U.S. driver's license and proof of liability insurance as required by TTUS Office of Risk Management.
