Position Description
Directs, plans, coordinates and supervises the operation and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.

Major/Essential Functions
* Develops, reviews, processes & executes requests for maintenance, repairs, and minor renovations, as appropriate.  Coordinates the actual scheduling and execution of the work with all affected parties.  May provide support for other work managed by other departments such as Engineering Services or Planning, Design & Construction Services.  Documents and monitors work including utilization of CMMS work order system.
* Acts as technical or communication liaison between the HSC and external entities including architectural & engineering firms, business partners, and regulatory agencies.
* Supports & assists coordination of design, construction and related services thru Engineering Services and Planning, Design & Construction.  Includes interaction with technical personnel, architects, engineers and private contractors.  Works closely with HSC Project Managers and others from Lubbock offices to ensure timely and quality work.
* Directs the operational and maintenance programs for building systems including heating, refrigeration, air conditioning, electrical power, water, sanitation, medical gases, vacuum, gas and other infrastructure.  Schedules work and ensures proper upkeep on all building systems & equipment.
* Supervises, schedules and ensures work accomplished to acceptable quality standards by maintenance and repair personnel as it relates to housekeeping, grounds maintenance and related requirements.
* Local oversight of the administration of personnel relations and communications thru periodic meetings, informal al discussion, notices, etc.  Documents and publishes minutes, reports, etc., on as-needed basis.
* Coordinates, provides recommendations and responsible, as appropriate, for selection, appointment, promotion and discharge of FO&M personnel.  Completes other personnel requirements such as development and input of PD's.  Performs written personnel evaluations and reviews with employees.
* Assists in the management of utilities and related facilities services in connection with operations and maintenance of HSC buildings.
* Reviews and provides input on plans and specifications for repair, upgrades and construction.  May act as local liaison on work being managed by others.
* Provides regular and periodic operational briefings to the VPFSS, the Lubbock Sr. Director Facilities Operations, and the appropriate administrative personnel at local / base campus.

Schedule Details
Normal schedule is Monday thru Friday 8 to 5. On Call 24/7 for building emergencies or inclement weather events as needed.

Preferred Qualifications
* Bachelor's degree in engineering, engineering technology, architecture, business or closely related technical field required, with an advanced degree desirable.  Degree must be obtained from accredited program such as ABET and AACSB.  Must have seven years of construction and/or facility maintenance experience of similar scope and complexity that includes a broad background and extensive knowledge in the management and oversight of budget / expenditure accounting, technical personnel and resource management in the effective and efficient conduct of Facilities operations, maintenance, repair and construction / renovation programs.  Experience and knowledge in state procurement and materials management.  Ability to interpret and use a variety of technical instructions & information such as those found in construction documents and drawings, and specifications for new construction, equipment installations, and maintenance of building systems.  Facilities experience in health related institution is highly desirable. Excellent communication skills both written and verbal, and excellent human relation skills.  Able to travel to various sites to assess, complete and/or ensure completion of work.  Must be able to complete physical activities such as completion of field inspections and working in moderately severe environments.  Ability to effectively use computer (e.g. Microsoft Office Suite), specialized maintenance software and basic maintenance tools & devices.

* Performs other related and various job duties as deemed necessary and assigned by supervisor(s) that utilize the incumbent's education, experience and unique skills.
* Must have and maintain valid State of Texas Drivers License and be listed as an approved driver as determined by TTUS Office of Risk Management and insurance carrier.  Must be able to pass the employee Criminal Background Check.

Required Qualifications
