Position Description
Employees in this position are responsible for managing the day-to-day administrative operations of a clinical department. Persons in this position must exercise a high degree of initiative and independent judgment, and should have a general knowledge of Health Sciences Center policies and procedures as they relate to department financial management and personnel administration. Provide direct supervision to department staff personnel. Work is performed under usual office conditions; deadlines, meetings and maybe some travel. Additionally, work requires considerable contact and coordination with HSC administrative officials, administrative personnel of other departments and units, granting agencies, other institutions, and government organizations.

Major/Essential Functions
  • Provides leadership for department employees of Ft. Stockton(N5) and Lynaugh units i.e., interviewing, hiring, training, evaluating and supervising staff employees.
  • Engages in difficult or involved work requiring use of judgment and independent thinking in making decisions for which there is little precedent on matters of considerable importance
  • Relieves the leadership team of various administrative duties and represents CMHC appropriately at various meetings.
  • Plans, coordinates and directs broad and complex management and financial functions for the department.
  • Adheres to institutional and departmental safety policies and procedures.
  • Conducts semi-annual (minimum) internal ACA audits and forwards results to CMHC Director, Field Operations.
  • Verifies accurate completion of Personnel Action Forms and other official documents.
  • Compiles relevant data and stats for performance reports and prepares other reports, as needed.
  • Processes bills for payment in a timely manner.
  • Coordinates Unit's Employee of the Quarter nominations such that employees are appropriately recognized.
  • Coordinates departmental purchasing and travel; ensures compliance with established guidelines.
  • Monitors patterns of complaints and identifies trends and areas of concern.
  • Monitors resource data and works closely with relevant stakeholders (medical director, DON, MH, dental director, CMHC leadership, HR, TDCJ, etc) in performance maintenance and improvement, when indicated.

  • Ability to organize complex work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of the organizational policies an objectives.  Excellent verbal and written communication skills.  Ability to prepare and present professional presentations/lectures and written materials.
  • Knowledge, skills, and ability to manage operations of the department.

Required Qualifications
Bachelor's degree in health care administration or business-related area. Two years of progressively responsible administrative and supervisory experience. Working knowledge of the principles and fundamentals relating to budgeting, accounting, recordkeeping, and business writing; ability to establish and maintain effective working relationships; knowledge of general administrative procedures that apply to functions such as personnel, payroll, and purchasing; ability to communicate effectively, both orally and in writing; ability to exercise judgment in unusual or new situations, and able to exercise discretion when processing confidential material.
