Position Description
Manages personnel and budgetary matters for a department or college. Exercises discretion and independent judgment to oversee the activities of staff and the financial processes to ensure fiscal responsibility of department/college. Ensures staff and faculty have the resources to complete their work. Usually serves as a hiring manager and employee service coordinator.

Major/Essential Functions
  1. Serves as ENT/Audiology departmental purchaser for goods and services.  Obtaining quotes and ensuring best value for department.  Ensure requisitions, and purchases are compliant with State and Institutional policies.  Process and research data for submitting RFP's to contracting.  Receive and perform all accounts payable functions within department.  Review and/or track orders for vendors and Department personal.
  2. Monthly reconciliation for procurement card.  Request deviations as needed.  Train new personnel on proper use of procurement card as well as keep department cardholders current on update.
  3. Assists with management on budgetary oversight of grant funds.  Demonstrates general knowledge relating to rules and regulations of grant funds while complying with TTUHSC policies and procedures.  Provides monthly balance updates and transaction summaries to PI and other relevant individuals.  HR oversight of grant activity which includes assisting in preparation of HR related documents for employees associated with grant.
  4. Perform all departmental HR functions relating to the posting, tracking, hiring, and onboarding of new employees.  Prepare EPAF's, Submit New Position/Reclass/Secondary Position requests as well Requests for Salary Reviews, Create and update departmental Position Descriptions, maintain faculty and staff personal. 
  5. SACS-Acquiring and maintaining information for department faculty by Requesting updated CV's at the beginning of each year and ensuring all required documentation is current and in file.
  6. Approve faculty and administrator monthly leave reports.  Prepare Manual Check Requests or Leave Adjustment forms when needed.  Complete and track employee paperwork for FMLS and other HR/Payroll forms.
  7. Process all EOPS requests for departmental personnel as needed.  Maintain Faculty on Call charges and reports.
  8. Process all non-patient payments for deposit.
  9. Assists in development of departments operational procedures.
  10. Maintain updated and knowledgeable of Banner and Cognos systems.
  11. Acts as Department's Unit Safety Officer.
  12. Performs other duties as assigned by department Administrator.

Preferred Qualifications
Progressive Administrative, accounting, budgeting/financial analysis, and HR support functions.  Strong interpersonal skill and ability to work with associates at all levels.  Proficiency in Microsoft Office Suite.  Knowledge of TTUHSC Policies and Procedures.
